Wagga Wagga has grown significantly over the past decade, with major residential estate developments in Estella, Forest Hill, Boorooma, Gobbagombalin, and the surrounding northern and western fringe. These are modern homes, built to current Australian Standards, with concrete slabs designed for the site class, and inspected by building certifiers. And yet, foundation movement and cracking in new estates is a real and growing issue for Wagga homeowners. Why? Because modern standards are better than old ones, but they are not perfect insurance against the challenges of building on reactive Riverina clay. Why new estates are not immune to foundation problems
Disturbed soils need time to consolidate
Large-scale estate development involves significant earthworks, cut and fill, road construction, lot levelling, and service trenching. These earthworks disturb the natural soil structure, which takes years to reconsolidate to its natural density and moisture state.
Fill material brought in to level lots may be different from the natural soil. It may have different reactivity, different drainage characteristics, or inconsistent compaction. Even when well-compacted at the time of construction, fill soils can consolidate further under the weight of a home over the first several years.
Homes built on recently filled or cut-and-filled lots can experience more significant post-construction settlement than those on undisturbed natural soil.
Reactive clay is still the subsoil
The earthworks in Wagga’s new estates do not replace the reactive clay, they sit on it. Whether the top 300-500 mm is imported fill or carefully regraded natural soil, the reactive clay subsoil beneath continues to behave as it always has. Deep seasonal moisture cycles in the clay below the fill affect the foundation above.
Estella, Forest Hill, and Boorooma are all developed on land that was previously rural, predominantly irrigated farmland and dryland cropping. The soil profile beneath the topsoil is largely the same alluvial clay that underlies the rest of the Wagga urban area.
Irrigation-era groundwater effects

As irrigation ceases on the converted land, groundwater levels may gradually adjust over years, producing soil moisture changes that affect foundations during the transition period.
Inadequate drainage in early estate years
New estates are sometimes developed with minimal mature landscaping, and the planned drainage infrastructure, swales, detention basins, street drainage, takes time to bed in and perform effectively. In the first years after estate completion, drainage may be less effective than it will eventually become, creating higher-than-expected moisture loads on foundations.
Class P (Problem Site) classifications in low-lying areas
Development in areas that were historically flood-prone or low-lying may include lots classified as Class P under AS 2870, problem sites requiring bespoke engineering. If a Class P lot is built on without appropriate site-specific design, foundation movement in the early years of the home’s life is more likely.
What standards are supposed to prevent this
Modern homes in Wagga Wagga are required to be designed and built in accordance with AS 2870 for the site class. For an H2 site, the most common classification in the region, this means:
- Minimum edge beam depth and width exceeding that required for Class M sites
- Minimum reinforcement quantities (mesh grade and spacing)
- Polythene moisture barrier beneath the slab
- Minimum concrete strength
- Specific construction joints and movement provision
A correctly designed and built AS 2870 H2 slab can accommodate significant reactive clay movement without structural failure. The problem arises when:
- The soil classification is incorrect (under-estimated reactivity)
- The construction does not comply with the design
- Drainage conditions deteriorate post-construction
- Site conditions have changed from those assumed at design time (e.g., a plumbing leak, major vegetation removal, or changed drainage patterns)
What to do if your new estate home is cracking
Act within the defect period. Under NSW Home Building Act 1989, builders have warranty obligations for major defects (structural defects) for six years from completion, and two years for minor defects. Foundation structural defects are major defects. If your home is within the defect period and you believe the foundation is cracking due to a construction defect, notify your builder in writing immediately.
Get an independent inspection. Commission a structural engineer, not the builder’s engineer, to assess the cracking and provide an independent opinion on whether it is due to construction defect, site conditions, or normal performance within the design parameters.
Document everything. Photograph cracks, measure and date them, and keep records of any communications with the builder.

My new home in Estella is cracking after 18 months, is this normal?
Some very minor hairline cracking in new construction is normal as the building settles and concrete cures. However, cracks over 1 mm in brickwork, diagonal cracks at door and window corners, or cracks that are growing should not be dismissed as “normal shrinkage” in an 18-month-old home. Get an independent structural engineer’s assessment and notify your builder promptly to preserve your warranty rights.
The builder says the cracking is within tolerance, should I accept this?
Request the builder’s specific written position on what tolerance they are referring to, and the standard from which it is drawn. Under AS 2870, a new home’s structural performance should not include the type of cracking associated with differential foundation movement during the warranty period. An independent structural engineer’s report is the appropriate counter to a builder’s dismissal of legitimate structural concerns.
Is cracking in new Forest Hill or Boorooma homes a known issue?
Foundation cracking in new estates is not publicly tracked in a way that would allow this question to be answered definitively for specific suburbs. However, given the reactive clay geology common across Wagga’s urban fringe, and the site-preparation and drainage challenges that accompany large-scale estate development, foundation movement is a plausible and known risk in all Wagga fringe developments.
